If we are talking about Hotels with the best view in Lisbon, both my partner and I will immediately come up with the Park Eduardo VII area. Not only because of its height making it the place for best hotels in Lisbon with a view, but also for the reason that it is not steep! (Or at least according to Lisbon standard).
